DC, there was and still is a law prohibiting any distractions by the driver (cell phone, texting, shaving ,eating or whatever ) you don't need a specific law for every incident . the law of which I spoke is "failing to give full time and attention to your driving " on 2-8-10 in a full page adv. in Wash.
